Improving Reuse of Public Transport Information in Open Government

Advanced countries such as USA, UK, and Japan are promoting the “opening of public data” as a national policy because they regard the data possessed by public organizations as national information resources and believe that the opening and utilization of data can enhance the convenience of people and can create new added values.
South Korea has also set a transparent government, a competent government, and a service-oriented government as policy goals under the basic policy of “Government 3.0.”As a detailed policy, the government is trying to provide customized services to people by actively opening and sharing public data through the communication and cooperation among the government departments, going beyond the interdepartmental barriers.
This public data opening policy is gradually addressing the difficulties that occur when utilizing public data, such as the difficulty of locating necessary data or the difficulty of figuring out whether the data can be obtained, as well as the limitations to their utilization by individuals or companies even if they had acquired the public data.
To further improve the utilization of public data and to realize the easy convergence and utilization of public data even though their providing agencies are different, public organizations need to encourage the active use of the opened public data and to actively carry out support policies rather than increasing the volume of opened data.
In this study, the opened public data in the public transportation sector were analyzed, the status of data provision and utilization was diagnosed, and measures to activate the private utilization of public data were presented. The analysis of the demand for public data in the public transportation sector, the introduction of a metadata quality control system for public transportation, and the improvement measures for the provision and utilization systems of public data in the public transportation sector that are presented in this paper can contribute to the improvement of public data utilization in the public transportation sector by presenting ideas and a service model to promote the convergence among different data and areas, beyond the simple utilization of public data.
The technical and policy improvement measures and policies to maximize the utilization of public data in the public transportation sector proposed in this study could be utilized as the basic academic and policy data for the convergence and utilization of public data in the public transportation sector
