스마트톨링 시스템의 도입으로 발생되는 요금소 유휴부지의 활용 대안을 마련하기 위해서는 유휴부지의 규모 및 특성 파악이 선결되어야 한다. 따라서 본 연구의 첫 번째 목적은 전국 고속도로 요금소의 유휴부지 규모 및 특성을 파악하는 것으로 설정하였다. 그리고 두 번째 목적은 조사된 전국의 고속도로 요금소 유휴부지 규모 및 특성정보를 활용하여 공공의 이익을 창출하고 국민 편의를 제고시키기 위한 요금소 유휴부지의 활용 대안들을 검토하고, 주요 대안별 활용 전략을 제시하는 것으로 설정하였다.
