본 연구는 우리나라 도로SOC의 실태를 바탕으로 사회 및 교통여건 변화를 고려하여 도로 부문의 SOC 적정규모를 과학적이고 객관적으로 산정하는 방법을 제안하는데 그 목표가 있다. 기존에 행해져 왔던, 국제비교를 위한 지표의 검토뿐만 아니라 도로 규모의 적정성 평가를 위한 객관적 지표를 통해 향후 도로투자 방향의 대안을 제시하고자 한다. 이를 위하여 도로망 통행특성 분석 시 교통량 자료 등 기초자료를 통해 이용자 관점의 도로망 통행특성을 객관적으로 검토하여, 기존 선행연구와 같이 단순한 Stock 비교가 아닌 통행특성, 교통정체 상황 등을 지역별로 구분하여 대변할 수 있는 평가체계를 마련하고자 한다. 적정규모 산정 시 양적 측면뿐 아니라, 안전, 유지관리 등과 같은 도로의 운영관리 측면에서의 적정규모를 예측하여, 양적 적정성 뿐 아니라 질적 적정성 측면을 고려하여 향후 우리나라의 도로SOC 투자 정책의 방향을 제안하고자 한다. 우리나라의 SOC 예산은 편성 시 도로, 철도 등 각 부분별 요구를 바탕으로 Bottom-up 방식으로 각 사업별 요구에 따라 예산이 편성됨에 따라 SOC 부문 간 조율이 고려되지 않는 예산 수립을 예기하기도 한다. 또한, 예산 요구의 타당성을 확보하기 위한 연구도 부문별로 진행되어 해당 분야 예산 증액의 도구로 사용되기도 하고 있다. 본 연구를 통해 이러한 기존 SOC 예산 배분에 대한 문제의 해결 방안의 발전 계기가 될 것으로 기대된다.
