The main purpose of this study is to identify the pending tasks of the basic plan for MOLIT’s ODA in transportation sectors and to derive measures to supplement and improve them.In terms of the transportation sector, the focus areas presented in the basic plan are too simple, so there are limits to their application. In addition, since there is a limit in supporting project type projects due to budget limitations of MOLIT’s ODA, it was judged that there is a need to develop follow-up projects and enhance project effects by strengthening linkage with grants and loans, linkage between ODA and PPP, and linkage with other sectors.In this study, priority transportation areas were suggested by region through expert survey. Although it is based on the assumption that the transport status of each continent is similar, the results of this study can be used to select priority projects for each priority partner country. In addition, strategies and plans for implementing MOLIT’s ODA in transportation sector were presented. Although there is a lack of review of specific action plans to implement strategies and measures, but the value of this study is sufficient, and continuous discussions and follow-up studies should be conducted. The Basic Plan for MOLIT’s ODA is significant in that it established a midto long-term strategy to effectively promote land and transportation ODA projects. However, since it is the first plan established, it contains various problems. This study suggested the directions of MOLIT’s transport ODA, and it can be used as a reference when establishing a revision plan.
