Strategic Research for the Development and Utilization of the KOTI Data Hub

The current administration is committed to making policy decisions based on objective facts and data, and is actively working to expand data usage and revitalize the national data ecosystem. In the transportation sector, technological advances and widespread use of personal devices have enabled collection of mobility big data, which includes object-level movement information. As a result, demand for effective data utilization is growing.
The Korea Transport Institute (KOTI) gathers various types of mobility data through national transportation surveys and other research projects. However, challenges such as limited information on available data and lack of system for storage and sharing of data hinder effective utilization of data. Data is often not reused or updated, and there is a shortage of dedicated personnel, storage capacity, and budget for sustainable data management.
In response, this study proposes a strategic framework for building a mobility big data sharing and utilization system—KOTI Data Hub—to support long-term and effective use of transportation data. This study proposes a three-phase strategy to build KOTI Data Hub:
1. Assessment and Acquisition – Identifying existing datasets and securing high-quality data.
2. Infrastructure Development – Establishing a cloud-based platform.
3. Sustainable Operation – Ensuring continuous updates and feedback.
By building KOTI Data Hub, KOTI aims to strengthen its capabilities for data-driven research and improve research quality through advanced AI and big data analytics, and secure its position as a pioneer in transportation big data research and utilization.
